Friday, December 31, 2027 and Friday, November 10, 2028: offices closed, banks open

New Year's Day is Saturday, January 1, 2028. Veterans Day is Saturday, November 11, 2028. Federal offices observe both on the Friday before, under 5 U.S.C. § 6103(b)(1). For New Year's Day that Friday is December 31, 2027, and that Friday is this year's New Year's row. Reserve Banks stay open those Fridays. K.8 does not close the Banks on the Friday before a Saturday holiday.

On us-federal-opm, New Year's Day observed is 2027-12-31, Veterans Day observed is 2028-11-10, and shift_rule is 5usc6103b1-saturday-to-friday on both. On us-fed-banking, observed is null and shift_rule is k8-saturday-banks-open. The other nine legal dates fall on a weekday, so both calendars close that same date and shift_rule is null. None of the eleven legal dates falls on a Sunday.

Closed here means the OPM weekday for federal offices, and the K.8 holiday for Federal Reserve Banks and Branches. It does not say whether a private bank's branch is open. It is not an ACH cutoff and not a Fedwire operating-hours notice. To count a span that includes either Friday, use the calculator.

The eleven holidays

These rows are the 2028 result of the same holiday list the API serves. The page does not keep a second set of rules, and it does not fetch on load. Names follow 5 U.S.C. § 6103(a). Washington's Birthday is not renamed Presidents Day. Inauguration Day is not one of these eleven, and it is not a nationwide closing. A closing that belongs to another year's legal holiday is not a twelfth row. Friday, December 31, 2027 is this year's New Year's row.
